The IP isn't in the computer, it's in the router. OP has to either get a new router or, the more sensible way, ask you Internet Service Provider for a new IP address.

It's not in the router, numbnuts. Your Mac address is in the router and your ISP leases your IP address to your MAC address. You have to spoof your MAC to force your ISP to lease a new IP address
You also need to clear your cookies because your ban may also be associated to your cookie. If you get a new IP and go right back to 4chan without clearing cookies, they'll detect the banned cookie and then ban your new IP. Best to only browse imageboards in incognito mode. That and to also keep CP from being stored in your history
