First before I answer this I want to touch up on the subject.

Pedos are definitely detrimental to imageboards and I would like to get rid of all of the unsafe ones, but it's impossible to determine which ones are which. If they are uncontrolled, they let in all kinds of content that can get the site shut down. They also attract law enforcement to weasel their way into moderation/administration and fuck the site over completely. I've seen it happen on too many imageboards in the past. In fact I'm convinced that the pedos that aren't trolling are ABC agencies themselves.

Now for why this is a tricky subject to deal with… Every pedo I have encountered uses a VPN, dynamic IP, or some layer of extra security/bypass. For obvious reasons… As long as some form of internet security and/or freedom of speech exists, pedos will persist on imageboards.
