Florianópolis is the only coastal brazilian city I have in mind, that would have been able to put up barely decent olympic games and not be a total mockery.
Granted that they had a few years to prepare and less than 90% of the funds being laundered, I mean.

Security around the places where the olympics will happen is actually huge, it was left to the army and federal police and not local police. The rest of the city however, it is just an active warzone at worse, and place you don't want to walk at night at best.
