He certainly contributed to the defeat there but he hardly lost the war on his own. His biggest failings would probably be a lack of sufficient defensive preparations in 1941 or his bizarre stance towards the KMT in China.

His personality cult was an integral incentive for building the Soviet state and keeping it alive during one of the most savages episodes of the 20th century, but after his death things went in the completely wrong direction. Stalinism helped preserve the revolution, but post-Stalinism didn't make the adequate steps to continue it in peacetime. They just moved further and further away from communism and democracy.
