the problem is that there are a lot more people listening to music in bars/taverns than a concerthall.
you'll see that (medieval) tavern music is a lot simpler than what the elites enjoyed, even if the latter is the 'better' music. with more power to the common people, popularity demanded that these people be more valued. we then enter the age of distribution, where this kind of music can be played from anywhere for anyone to enjoy, and this just furthers the popularity.

in the end, classical music has always been made to be enjoyed by the higher/middle high class, which there is a fraction compared to middle and lower class. eventually, the cost of making it could be greatly reduced by reducing complexity of the music, which also meant everyone could listen to it.
