Invest initial lots of money into infrastructure such as electricity, solar power (because africa), energy-storage methodes (hydrogen plant, pumping water up an artificial lake during day and using hydro power at night), use that energy to make fertilizer and make clean water.

This will get you to the water and food stage. After that (or during), start with schools, hospitals, restructuring of tribal, rural and urban environments into well organized maniculapities, build infrastructure such as railroads and roads.

Set up high tech mining operations, clearing large areas around the area to make sure you dont have to clear out people after that.

Establish an economic system capable of semi-automatically handling remote transactions, allowing slightly more autonomy in rural and spacious areas while have stricter, more organized organisation in urban environments.

All the while you do that, allow exchange of certain human traffic, but do not grant open borders. Experts and smart people should be able to travel between the socialist first world countries and the socialist third world countries, get educated, but their goal should not be to seek refuge. You must also provide the developing country with experts and teachers to allow their knowledge base to become self-renewing.

Africa churns out several times more wealth than it takes in through aid, often in the form of valuable resources that can't be found anywhere else, at least not economically. On top of this, the foreign aid is actually a massive detriment: it stagnates and even regresses economic development while putting tons of short-term resources in the hands of warlords instead of needy innocents. It's not even a matter of charity, many "NGOs" are simply for-profit schemes masquerading as humanitarian projects. Some people even fucking kidnap native children to sell them to foreigners under the guise of saving the poor noble savage "orphans". Rich idiots always fall for it.

If anything, the "foreign aid" we send to Africa is a thinly-veiled way to legitimize and perpetuate its current exploitation. It works because first worlders are bleeding hearts.

De jure colonialism may have been brief, but in a way this is why it was so devastating. It happened in a relatively modern time when developed powers could rapidly raze the continent for its raw wealth instead of slowly pushing along because everyone is still limited to horses and bows. This is why it is called the "scramble for Africa". It had negative implications not just for natives of Africa, but the citizens of colonizing nations, because the rapid boom of prosperity for the developed world has caused it to become dependent on Africa's natural wealth. We need to keep exploiting them for our own economic stability as well as our modern culture that incorporates what we made out of this wealth. Hershey's and Nestle have no qualms with enslaving children in Ivory Coast if it means they get the cocoa beans.

And even today, colonialism never really ended at all, even if most of its territory is sovereign; the new leaders of these nations know they can make tremendous profits off of the exploitation of their own nations and have been no less complicit than the foreign leaders of before.

Africa doesn't need the world, the world needs Africa.

And on some deeper level, I think the deranged Holla Forumsyps know this, because a post-scarcity economic movement in the first world would ease tensions with Africa on an unprecedented scale. The sub-Saharan noble savage would become a thing of the past that our great-grandchildren couldn't wrap their heads around. White nationalists would rather perpetuate suffering and exploitation on a global scale, even among "their" own people, than live in a world with more mixed-race children because whites and blacks no longer hate each other.
