The paradox is stated simply: In one way or another, a community like 4chan is going to manifest itself here.
• If the moderators only remove illegal content the community will no doubt begin to look more and more like the one on 4chan.
on the other hand…
• If the moderation remove what is considered spam/cancer/4chan content, the moderation will become like the one on 4chan.
How do we solve this problem.

if you have a community which is open to all faggots alike, newfags will inevitably come to outnumber oldfags and usurp the culture. the only way to prevent this is to change the statutes of the community to exclude the usurpers, an act which of itself destroys the original community ethos. to survive as is, therefor, Holla Forums must anhero.
Your paradox as presented does not resemble the current state of affairs here, OP.
Currently the rules here are not enforced with any sort of consistency or timeliness, making the rules pretty much pointless. Which is fine, because the rules themselves seem to change here from week to week depending on what sort of mental state the BO finds himself. So in order for your paradox to even apply, things would have to change here pretty dramatically.
As it is, with everything constantly up in the air the end result is everyone shitposting because nobody ever knows what today's rules are going to be.

Personally, I left 4chan when moot purged /new/. I started to enjoy 4chon because it moved at an easier pace for discussion. When moot launched Holla Forums I started going back just because of their sheer size of the community. 4/pol/ is basically the public forum. Holla Forums is like the secret backroom where shit gets plotted out.
People are going to come from halfchan, it's like 90% of the community. To deny them is like being Apple and saying we don't want anyone who used to use Microsoft. And yes, Apple becomes more like Microsoft everyday.
But we're not competing with halfchan. We're more like the secret cabal of trendsetters who cook up new memes, then stage them on halfchan for effect.

Every community changes over time, no matter what we will not stay the Holla Forums we are. I bet to many, the "old Holla Forums" is already dead.
You cannot prevent that. You can only attempt to control it - which is against what Holla Forums stands for. Do not get me wrong, what Holla Forums stands for and what makes Holla Forums 8chan are two different things. But that doesn't make it less important that we stay as true to ourselfes as we can.
So I say: Let chaos reign. Do not attempt to control the community too much, for it can control itself. If it fails to do so it deserves to change.
This CAN work. I have seen it. The key tool to let a community control itself is, you guessed it, BULLYING.
The best example I can point towards for this is krautchan Holla Forums: While most here have no way of knowing that since it's german, krautchan kept its "culture" alive for ages there. If you don't "fit in" you get saged to hell and back, if you are new people WILL find out. While you do get banned for extreme kinds of cancer those bans happen because the mods have a feel for what is cancer and what not. However, they do not make use of this power often. If they do it's usually very transparent - for example there has been a rule against no news/politics-cancer for during christmas time because too little other stuff got discussed but there was a sticky informing you and they were not too strict with that rule, if you thread just contained a bit of politic discussion but wasn't entirely about it it was fine. Don't forget though: This is the exception. 95% of community control happens through saging and bullying.
Please understand that this is just an example though. It may very well be that for whatever reason this style of community management won't work here, who knows? But if I had to make the call I'd use a system that worked before.

The community will not, and cannot look more like it is on 4chan because we will have less rules, so that means a wider range of content (which 4chan doesn't have)

While the percentage of those who browse both chans may not be as profound as 90%, it is significant. The reason you don't experience as much "cancer" is because the strictly Holla Forums users know not to respond to it and let it leave the front page.
It is not the purpose of moderators to enforce a "culture" on the board. That's an utterly fucking ridiculous idea, because fucking no one completely agrees on what should and should not be a part of fullchan's culture. Such a situation is going to quickly devolve into bitching matches amongst people who do or don't like certain memes and content. The board will simply become whatever the mods personally like. I don't think this part is true at all. There's a reason the 4chan community is the way it is. Strict moderation attracts redditors and other scum who want to be protected from seeing anything too extreme. There's no greater normalfag repellent than having a few pedo threads on the front page of Holla Forums. Of course, all the normalfags will get upset when they see that and bitch and whine for the mods to do something.
this is a fair analysis. culture evolves whether you like it or not in an organic process, where new memes are included by popular consent and tired ones forgotten. when you try and force cultural change through moderation, what you get is opposition to a perceived opressive agenda and then a decent into tyranny, which in the case of Holla Forums, is pretty much going against the whole point of the place.

Implement community moderation and filtering by number of reports.
When a user reports a thread or post, it should gradually fade away with the number of reports and eventually disappear, but this can be overridden with a user setting so you can choose how many reports it takes.
You're relying on the halfchanners being turned away by the illegal content.
