All the burden of proof is put on the accused, and simply clearing that hurdle is the best they can hope for, generally. Unless it's a fabrication out of whole cloth (for example some woman who's never even met Ailes) it's too hard to prove that the accusation is defamation, since sexual harassment claims are all about how the woman "felt" when it happened.
