Space X and NASA have different objectives in mind with regards to space travel.

You can think of NASA as a Science institute with some R&D behind it, while Space X is a company trying to build a market for the stuff that NASA developed.

You don't really need cartoon-villain levels of fissile material. They designed "propulsion units" during the project that were really incredibly small variable-yield bombs.

Due to the sheer efficiency of the design (85% of energy gets directed into the pusher plate) and their relatively light weight, the actual designs are still HIGHLY classified.

Consider the amount of nuclear material we produced during the Cold War that went into weapons we've since decommissioned. Consider that we STILL have an enormous and very viable nuclear arsenal despite the decommissions. Consider that we're building MOX plants to utilize all that otherwise useless Pu239.

Now imagine if those vast reserves of fissile material were used for spaceflight. It's actually pretty efficient, all told. If the US were to build a nuclear infrastructure on-par with that of France, were to reprocess its fuel, and were to actively go about hoarding plutonium from a designated subset of reactors, then we'd be in business!

The pusher plate had a layer of graphite on it. Anti-ablative oil was sprayed onto the plate automatically between pulses. Even without the oil, the plate material and design was deemed viable (Plumbob nuclear testing series) enough for emergency use without ablative oil.

Modern materials would only decrease the mass of the propulsion units and improve the efficiency of the vehicles.
