Stupid idea : why not store the Ip's encrypted with a pub key ?
If there is spam, the result will be the same, and quickly b&. If somebody accesses the server they wont see the ip except if they make the equivalent of a hash table of the pubkey with ~256⁴ entries or 256⁸ entries if IPV6(bonus for both).
So brute-force is not undo-able but, it's already pain in the ass tier and requires something more than an average server admin. Bonus that if you nuke the pub-key on the server, the IP addresses become unreachable without the private key. Maybe generate a new priv/pubkey everyday.
Implementation wise it would require some knowledge, and a good lib choice, like everything with encryption. If a you receive some gov request that is justified ( Pedo, Terror ...), you could still comply by decrypting the IP. I see a drawback in perf, but most cpus do handle a bit of encryption in HW.

You can change IP with ease, either through dynamic IP assignation or VPN/Tor. You can't (or won't, since confirming your mail for every post would be dumb as fuck) change accounts with this much ease, and thus your whole posting story could be tracked, even if the webhost is telling you it isn't (which may be a lie, specially considering government backdoors).

Yes, but your every post is tied to your every IP if you are using accounts. You essentially have a post history you can only change by going through the painful registration process again.
You could solve this problem with a clever database schema: instead of tying IP to posts, tie an UID to the post, which would reference another table in which you have that UID as your primary key, an optional refcount (to avoid querying the whole database on post deletions, or running constant cron jobs to do the same), a creation date and an IP. Every week, blank the IP field from the entry. This way, you could still spot and D++ potential spammers even if they are detected long after the act.

The distribution of sexual depictions of minors is illegal in France. Therefore, if it's not sexual, there is nothing particular about child modeling that would make it illegal under the country's laws. The same also applies to minors being depicted in nudism settings.
However, 2D loli is strictly forbidden in all the countries belonging to the EU (see Council Framework Decision 2004/68/JHA) and that obviously includes France as well.
