If there's more than a couple inches of snow then you slap plows (~$300) on chained (~$100) DoT trucks (they make ones that mount on cow-catchers for exactly this goddamn reason) and follow up with salt (~$60 per metric ton plus ~$1000 for an industry-grade spreader) and/or sand (~$25 per metric ton) and if it's less than a few inches of snow you just salt it without plowing.
