There are two types of SAP projects.
Some SAP projects are only for the funder and only the people in the room are allowed to know about it. At the top of the government, there are four factions, who have their own military, airforce, navy and technology development.
They work on technology the general government or military does not get. They are controlled by the oligarch banking family groups directly.
They are air gapped and above the government.
The people with real power, have their own fiefdoms and only use people they control and who are loyal to them. No one is loyal to the government or some flag. They are loyal to the people who can reward them and give them stuff. It is carrot and stick.
The senate and other people are not even allowed to know about NEXRAD and the programs the government is running. The NSA serves "clients". The NSA does not know what the data is being used for and its being fed into the private sector, to companies owned by the Rockefellers and other oligarchs.
Kissinger and other cutouts for the oligarchs have more power over the intelligence services than anyone elected to office. Foreign nations have more power over the operation of the bureaucracy than the elected people.
The SAPs lead into a shit storm of conflicting loyalties.
Some of these projects have 550 million dollar a day budgets and are run as black boxes. They cant find trillions of dollars. They are just missing from the budget and anyone who complains about it, gets killed.
The US government is not monolithic. There are competing factions.
The system is run by force, violence, bribery and pure power at the top. You support Hillary, or you get a bullet in the head. She even killed the White House Chef, when he started to talk. You dont even hear about a twentieth of the people that are killed to keep their patrons in power.
The rule of law does not exist. Law means
- do what I say or I break your legs, steal your money or throw you my dungeon (jail)
- law means a command, with a threat of force if you do not comply
The slaves are trained to believe in "the law", but "The law", is the rule of the strong over the weak. The law is what whoever has the gun says it is.
If Clinton is elected, people will do what she says, or they will be purged and replaced by people who will. That is how it works. She is going to keep the whistleblowers and pedophile scandals in check, through violence and assassination.
The next Snowden is going to get gunned down by thugs. That is the new system (really how it always was).
More pedophilia. More violence. More death to anyone who opposes the powerful. More people bitching about their "rights" while they have the gun shoved down their throat. More political dissidents whose bodies are found in a ditch. More "Obey the leader, or get a bullet to the head", "Do what your told or you will be replaced by someone who will."
The external enemies dont exist. The ruling elite only care about maintaining their power over their slave population (The public) through the corporations (which they own), the banks (Which they own), the government taxes and regulations (which they own), the media (which they own).
It is just slave system and they are going to fleece the slaves until the system collapses, then they are going to take their loot and flee to China or another country that has a functioning system.
