The US (and NATO), has flat decks with little to no armaments, and a consequent fleet escorting them, that all the space in the ship is used to carry a maximum of planes to bomb the flavor of the day.
Not everyone is doing the same.
Russia especially, the Russian fleet only goal is to prevent the US fleet to get too close of it's missile submarines launch area (back in Russian controlled seas).
To do so they relies on
1) Lots of subs.
2) Interdiction ships.
So while the NATO fleets travel in packs, Russia relies on fairly bigger "all rounder" solo ships, ship that comes with powerful, extremely long range anti-ship and anti-air missiles, with a shit load of defenses.
That way one ship + a high submarine threat, makes a NATO fleet think twice before going into Russian controlled waters.
So while the planes are important to NATO (as the bombing of civilians isn't going to do itself), Russia naval doctrine doesn't really give a fuck about it save for escorts and making even more dangerous their controlled area.
Which is why their carrier design is radically different, and are basically line ships (cruisers, battle-cruisers) + planes.
Ukraine inherited one (Ukraine inherited pretty much HALF of soviet union military gear). That's the one the Chinese got.
It's fairly new (carriers last for 60y on average, it's from the 90's) and just out of full refit…
