And lo, the BO saw the shite, and smote his efforts from the board.
Lemme see what I remember to expand on it.

News of the World is around the simple principle of words and sounds travelling. The User calls its name, then designates a single word or sound. Once the sound is used, the Stand User is brought to the source of the sound, regardless of the source elevation or acoustics, within a kilometer circular radius. Transit can pass harmlessly through walls (soundproofed or otherwise), environmental hazards, or other Stands. If there is no floorspace for the User to arrive in, the Stand will deposit them above (or below) the source.
The User has no control over whether or not or when they transit beyond preparation of the source, or creating echoes of the sound. As a built-in safety, however, the User may "disable" the word and "prime" another. As another, the Stand will select a direction for its user to go if the sounds' echoes go in multiple directions. Simultaneous invocations of the primed sound will cause the Stand to rapidly "bounce" between the sources based on a picosecond's difference. This fatigues the User.
Viable sources include live humans, machinery (including recordings, televisions, and speakers in addition to weapons), animals, and other natural phenomena. Preparation and consideration of area acoustics are strongly recommended.
Development results in programmable temporary dopplegangers manifesting at echo points, each lasting three seconds at first. Each copy is marked with a stylised bullhorn symbol on its wrists, and will perform the action assigned to it. Any weapons used will emit the same sounds and appear the same as the original, but inflict no harm, and the copy cannot physically interact with their environment. Further Development allows the copies to do so, and any weapons used carry the same lethality as the original.
