Enough of Hiloly, where is Shotald Trump?
A Hilloli-centered UAB-type game would be actually reasonably doable if people got together.
Now in my mind, we'd go simple… it focuses on Hilloli and getting her elected to student council president or something, no time travel, plenty of smut with getting donators. The reason is simplicity, we'd mostly need sprites of book-style Hilloli in various poses, and other characters. For the hardcore sex cut scenes we could either stick with that style (which should be relatively easy to replicate even with multiple authors), or get someone who does a bit more realistic style. The reason for this is simplicity, it seems easier to write a single story and focus on one girl (with cameos by others).
But your concept has a few interesting benefits that I'd like to discuss.
The first is modularity. Since the characters don't interact, you can literally divide the idea up to different teams, each just focused on one particular "time jump" and one loli. Their code doesn't have to interact except for the most superficial ways (incrementing the number of successful lolis). You just have to find one coder/writer, and one artist/small art team with a focused job. It doesn't matter if each one has a different art-style, then, that's actually a benefit. You could even add to the game as it goes on, just by adding more "modules."
It does have a tradeoff in that the fuel we run on is excitement, and Hilloli has it, anyone else we do… there might be interest, but interest enough to actually do all the work for a module focused on them? I don't know.
The only thing I'd specifically change is not making it Trump himself. Firstly, because he's just an unappealing mental image… sometimes thats fun in comics, but in a game I don't want to see his ugly face every time I get to fuck a loli.
Also, writing a specific person is harder than writing a general anonymous person, and not everyone wants to work on replicating that voice. Trump supporter is fine. Or, if you want to be a bit more daring, just make the mission anti-Hillary, and you as a player can choose what message you're sending back through time… you can choose to promote Trump, and that leads to one ending. Promote Bernie Sanders enough, and you get another. Maybe if you buy every girl subway sandwiches before or after fucking them, you return and find the butterfly effect has led to Jared from Subway becoming president, and you get a child porn utopia. If you do really well, you manage to make yourself (or your own father, maybe, if you're not of presidential age before the apocalypse) the leader.
Maybe rather than just saying "fuck the lolis and they'll obviously support Trump", mix time travel with a bit of hypnosis, the same inventor who made the time machine also has a device that lets you implant post-hypnotic suggestion… but it only works on loli girls in the throes of orgasm. "How do you know?" (Inventor's harem of girls suddenly makes sense).
Without that hypnosis angle, I'd think you'd have to make it so if you don't fuck the loli JUST right (for her particular kinks) it backfires and she grows up and even if she enjoyed it at the time, later thinks she was abused and at best neutral or at worst hostile to the message you promoted her.
