this is Lun-class ekranoplan (GEV - Ground effect vehicle). There are three types of such construction.
Type A - only using ground ground effect (something like hovercraft)
Type B - able to temporaty increase "flight" altitude to a limited height outside the influence of ground effect but not exceeding 150 m above the surface
Type C - this thing can fly like normal plane.
