Most people who claim allegiance to ISIS are simply admirers of it as it is with no formal connection to it. ISIS' organizational structure is very informal, meaning anyone anywhere can claim to be a part of it at anytime and nobody can really say they can't, which is why it's nearly impossible to trace any potential attacks. Mateen of course didn't claim to be a part of it as much as he declared his allegiance, which is the same as me declaring my allegiance to the People's Republic of China and bombing a bank. That's not the same as being an operative of the Chinese government.

As far as we know, there's no evidence Mateen had any formal connections to any terrorist group. If anything, his having been a government employee should be more alarming.
