Japanese are quite perverted as a race, so the porn is actually not quite the issue. Excessive porn also happened during the later years of the Tokugawa Shogunate, afterall. The problem is the lack of opportunities for people of opposite sex to meet, and way too much societal pressure to waste youth on overeducation and unnecessary economic success. The porn is the symptom, not the cause.

Funnily enough, gun laws were fairly loose during the Imperial days: people could get a license of gun ownership for their own defense. Guns law's were tightened during the American occupation because they were so many that went around during the demilitarization process. The Japanese never really loosened the gun laws afterwards: people need to go through all kinds of loops to obtain a simple rifle for hunting (I think the biggest gun you can get is something like a semi-automatic M16). It's one of the strictest laws in the world, and Gun ownership is something like the lowest in the world (0.3%). The only recent loosening of the laws is one in 2013 which permitted civilians to be armed on civilian ships, due to (((pirates))). Unfortunately the Japanese are under the delusion that gun control makes them safer, and that crimes in US are highly increased by the lack of gun control. The US would be smart to incline the Japanese to loosen the laws to sell firearms to the Japanese market to reduce some of the trade deficit, but I'm not sure if Trump has such a keen eye for the Japanese market.

I would think the cause of the low birthrate in Japan is due to the country's economic status, as a nation of intelligent people in a bad economic situation with China, combined with Japanese men's propensity to work over building a family. If that's true, then if the economic situation with China is resolved, their birthrate should steadily increase over the coming years.
