The actual design work done for the animated movies seems fine. The problem the animated movies have run into is that they come out so sparingly that they try to pander to as many different people as possible by shoving in too many characters.

Killing Joke is a good example of this, the original story was well done, but the movie tried to appeal to a wider audience by shoving in more character's like Batgirl for what felt like have the movie. Rather than sticking to simpler stories with fewer characters, the DC animated movies can't resist just shoving in as many of their characters as possible even if it hurts the movies.

Not only that, but he barely ever shows up too.
