Basically politicians have no interest in preserving public land and if given the chance will strip mine everything of value from it and leave it barren, because they are only given control of it for a brief time. Private owners on the other hand have it for as long as they want and so have an interest in the land keeping its value, so they wont do stupidly destructive things to the land since their wealth is tied to the value of the land and they will ultimately pass it onto their children. A good example of this is in China where all privately owned land is on 70 year leases, when these 70 year leases are nearing the end of their life (which many of them are now, quite a lot of land in China only has like 10-20 years left before it goes back to the government) the people who control it do stupid shit with it, like building apartment blocks which they know will collapse in 10 years or polluting the earth to high hell.
