I am not an expert by any means, but I will briefly sum it up. Bonds are when an individual, company, or government raises capital by essentially selling people IOUs that earn interest. For example, a company like Microsoft that wants to raise money to develop the next Windows platform could issue 10 year bonds on a public exchange with a face value of $10,000 that sell TODAY for $5000. So, you pay $5000 today, and in 10 years Microsoft pays you $10,000. However, the bonds will typically have a semiannual or annual coupon payment which is a % value of the $10,000 face value. So, if the bond has a 5% annual coupon, then in addition to the $10,000 you get in 10 years, you will also get paid $500 every year for holding the bond to maturity.

These interest rates are determined ultimately by the Federal Reserve. When the Fed sets interest rates very low, it makes it lucrative for companies to sell bonds instead of stocks/equity because they pay less in interest payments than they would in stock dividends. When the Fed sets the interest rate high, bonds are riskier and most costly, so companies prefer to raise capital with stock and other equity instruments.

Since 2008, the Fed's policy has been to keep interest rates very low. Historically low, in fact. The idea is that the low interest rates will cause the corporations to spend more and revitalize the economy by issuing bonds to investors who feel confident that the company will not default on the payments because the rate is currently so low.

If interest rates stay too low for too long of a time, companies continue issuing bonds (which is DEBT) to raise capital for extended periods of time and in ever-increasing amounts. This creates this huge bubble of unpaid corporate debt in which the vast majority of expenses are just annual/semiannual interest payments instead of the full maturity value of the bond.

The solution to this is to raise the interest rate, which would cause a mini-crisis as all the people who issued risky bonds that they should not have all default on payments and cause a lot of people to go broke and lose their jobs. This is a necessary evil to keep stupid people away from the market and keep the economy in stability. The problem today, is that the Fed has staunchly refused to raise the rate since 2008, and corporations are issuing more and more debt instead of issuing more stock to raise money. All the economy currently requires is a crisis event that impedes a huge portion of companies' ability to meet payments on their bonds to go full 2008 crisis - or likely much, much worse - once again.

There was a man named Peter Schiff who went on every media outlet between 2005-2008, screaming at everyone that the housing bubble was about to pop. Everyone called him crazy and openly ridiculed him in interviews. Today, he is going on the news screaming at us about the impending bond bubble. If I were you, I would listen to him this time around.

He means prices on bonds are at all time highs, even low-credit quality issuers. The theme being that the cost of credit (interest rates paid by borrowers) does not adequately reflect the risks of borrower default - borrowers are borrowing too cheaply.
