The only things in this whole set of statues are:

1)The recognition that immigrants and people of a non-native culture need to speak the common language of the area they're in

2)Burkas and other face covers can't be worn in public for the sake of public safety, as it presents "an obstacle to crime prevention".

3)Supposedly this "tolerance" (which is defined in Section 1 as synonymous with "acceptance") is also required of foreigners, people of non-indigenous cultures, and of all protected groups. So as it's worded in that particular section, it's not specifically and solely directed at White Europeans.

But, in reference to that 3rd item, there is an almost unbelievable and certainly infuriating loophole big enough to drive a truck through:

Section 6(a)

(i) Members of vulnerable and disadvantaged groups are entitled to a special protection, additional to the general protection that has to be provided by the Government to every person within the State.
(ii) The special protection afforded to members of vulnerable and disadvantaged groups may imply a preferential treatment. Still, the present provision is justified by the linkage between historical intolerance and vulnerability.
