Andy Samberg's humour (or that of his shows) is something I can never understand. I saw him on that cop show, and it was such a bizarre mix of childish humour (him, doing funny faces and hiding behind a desk in plain sight) combined with adult humour regarding sex, lesbians etc. that I had no idea who this show was targeted at.
