I don't serve and executive warrants, I mostly do computer forensics and investigations. I sometimes go on scene to people I've investigated.

how do you investigate exactly? just set up honeypots and wait for ip hits? watch torrents? like how do you investigate.

We don't deal with sophisticated rings or anything like that. Most of the people we bust are computer illiterate. Even if they remain silent, 95% the time we find evidence.

We use software that shows all IP address in our jurisdiction sharing CP on p2p networks (Bittorrent, eMule, Gnutella, etc).

We also rely on NCMEC reports from electronic service providers. We narrow those down to our region too. last month, we've arrested people based on reports from dropbox, tumblr, yahoo and vid.me.

I didn't really follow what you were, but I assume then that you are something like a "local" police officer? Not in an organisation like FBI.

I don't know, each case if different, you'd need to talk to a lawyer.

The software we use does harvest a very small fraction of Tor users (Some organization runs a few entry nodes). It's only purpose is to harvest a list of IP address connecting to the Tor network, not deanonymise them.

If we see that an IP was connected to the Tor network and the same IP shared known CP on gnutella or bittorent, it becomes a high priority target.

If an IP is active on multiple networks, it means they have more material and making it available to more people.

Because of the perceived anonymity of Freenet and Tor, people who have hits on those networks have, by far, the largest quantities of illegal material.

Law Enforcement would do undercover investigations for end to end encrypted apps, them subpoena the company for IP info.

We generally don't do undercover work unless we are targeting a specific person. It's difficult find people in your jurisdiction while doing general undercover work.

Appart from keeping your mouth shut, how far does the average pedo have to go to "defend" themselves from you?
If they don't share through any non darknet, they are pretty safe from you.
How about disk encryption, if they never put anything on something like dropbox, are you likely to find evidence if all the drives were fully encrypted and not loaded at your time of arrival? How about just their bad disk encrypted but not their operating system? Obviously you would always attempt to arrest when the disks are loaded, but I assume thats not always the case.

It's not illegal to use Tor or Freenet, and we wouldn't investigate someone for simply using them.

It's when the same IP shares verified CP on another open network that we do.

Oh, and we do sometime catch VPN/Tor/hotel wifi users who share CP on P2P networks. Many file sharing programs generate a unique GUID/UUID when installed. So if they ever opened the program with their home IP, we'd be able to see the download history associated with their GUID/UUID.

Arresting CP offenders is like shooting fish in a barrel. We literally see millions of unique IP address sharing CP in the United States every year.

If we had the time and resources, we could make over 100,000 CP related arrests a year in the US.

I don't know, we've never dealt with anything like that. Forensics should be able to tell if the person knowingly downloaded illegal material or not.
