Germany is in active cooperation with the police forces of other European nations, to fight organized crime and terrorist organizations. Germany is also one of the driving forces behind organizations like Europol.

The first fucking sentence in the article tells you, that in the past 24 YEARS alone, Bavaria has recruited 159 foreign Police officers(as in they have been Police officers before they joined the Bavarian State Police).
