It's mostly a leftist myth to blame America for whatever goes wrong in their country.
The coup was masterminded and executed by the Chilean right, who let know their plans to Americans, just to make sure America wasn't going to fuck them over if they took over.
America didn't provide them men, weapons, money nor intelligence.
Incidentally Pinochet wasn't originally fond of neoliberalism, and the first few years under his rule were an economic disaster. He accepted the idea of following a neoliberal economic model for Chile only after being in power for several years.
America tolerated the guy because this was during the Cold War, and it was better to have some anti-Communist faggot than a Communist one.
