Look, this game is fucked for many reasons (shit unit balance, shit diplomacy, shit user interface) but what you describe isn't one of them. While it's true several AI will get "advanced starts" (you can actually disable this in game settings pretty easily), even those AI simply will not declare war on you within the first five - hell, even the first forty-five - minutes of the game. If anything, the AI isn't aggressive enough in the current build.

Early game Stellaris boils down fairly simply.

You build frontier outposts to expand territory (to gain access to more resources) and box in your neighbors. Colony ships are a subpar method of early expansion as they're expensive and take a little while to return on the investment, but, even so, it's not that much of a hindrance.

If you have a rabid neighbor, you build up your fleet to max capacity (20-30 corvettes), otherwise you can wait till pirates spawn before building anything. You will want to get a second science ship pretty early though.

Early game combat boils down to having the larger fleet. If you're roughly equal to the AI, then build a defense post in one of their systems and camp there until they try to force you out. The extra attack power and nanomachine module will go a long way. Once the fleet is smashed, go around blowing up their spaceports (to deny them the opportunity to rebuild), and finish them off with orbital bombardment.

Also, don't bother researching languages for aliens. It wastes society output and ups the risk; so long as they're unidentified, they cannot declare war on you and you can dick around within their borders (possibly even stealing systems from them).
