The whole issue with no drinking, no smoking, is that every revolution has been built in the bars, for the working class whites and the working class minorities who hate that they now live among recent immigrants who ostracize them for having integrated and drunken beer with the locals are the people who can actually fight a war when it comes down to it. If you can establish popular, open, enthusiastic, sentiment, in every bar that working people frequent, in most every city around the country, and you can get 2-3% of your countries population seriously engaged, then you have an army that can protest in the capital with enough strength to force a resignation. You also have a strong deportation force if it comes to it.
