Well the constitution has the parts saying what it is, then the amendments which originally the first 10 bill of rights which also included that amendments can be added and new ones overturn old ones. Constitution has 27 now. Bill of rights also says anything not in the bill of rights and not federal law can be changed my states.

Some supreme court case years ago interpreted "well regulated" part to mean it can be regulated.
