National Socialism IS a form of fascism. You could also argue that Imperial Rome was also a form of fascism. Fascism refers more to a worldview that adheres to natural law rather than a set of political and economic technicalities. That is why there were many movements throughout the 20th century that had wildly different economic and political policies, yet were still all considered fascist.
