Just because a program says it's doing something doesn't mean it actually is. For example, traffic light buttons don't actually do anything, they're there for impatient people to mash. For all we know Windows might report to the program that something is off, but actually keep it on. Alternatively it might just turn the spying on again, using a timer or update.

The best way to check would involve a Windows 10 VM and something to monitor packets being sent and recieved, but even then for all we know MS has a line of code somewhere saying to actually disable spying if in a VM. In that case you'd have a Windows 10 PC connected to the Internet through a SBC or something, and have that monitor traffic.

Until someone more capable can do those tests just go with your gut instinct.

They don't do anything in cities that have been irreparably plagued by heavy traffic and (((cosmopolitan culture))). In smaller cities some traffic lights literally won't ever turn red for cars unless someone presses a button. Only then will it count down to switch to red and allow pedestrians through.

Usually these buttons also have a light indicating whether some other pedestrian has already requested passage.
