Late last year he moved banners to their own application using a default Laravel installation, which has session cookies. He apparently didn't disable unnecessary middleware that handles that, so that token does literally nothing.

He disabled banners because the way Vichan selects a random banner involves reading the entire directory, calling the equivalent of a unix ls every time a page is loaded. This ailed the already overblown disk I/O usage, so he moved all banners to their own server on their own application and used a small Laravel application to handle requests. The problem is, he never wrote a way for the Banners application to connect to Vichan and authenticate requests to add or delete banners, so they've just been sitting stagnant on the banners server for months. We were just going to wait for Next to come out, but that did not happen.

What happened was not just that the bots spammed the site, which is bad enough, but because post.php is an expensive page, they brought the site down. To stop that from happening, a captcha was added that allowed 50 requests to mod.php for up to 24 hours.

The captcha wasn't added to deal with massive amounts of spam, it was added to deal with denial of service attacks that used mod.php.
