The target audience shifted gradually. These movies now pander to women that want to self-insert, so the characters can't be too attractive or ambitious. Empowerment now means succeeding, not having the chance and drive to succeed.

I love the first two Dirty Harry movies but I remember the other three being pretty mediocre. That one scene in Sudden Impact is the only good part.
