Do autists actually talk like this?

Some of them do. In my personal experience I have dealt with a few autismos, and it is kind of an "intensity" thing. Some of them are like Julia where they speak in a very flat tone, dont seem to control their volume very well, and use short ways of verbal communication. Some others are more communicative, but generally still have a particular manner of speaking that sounds kind of monotone.

It is usually due them getting "speech" therapy since one of the autism caveats mean learning to speak late (or not at all) which means that when they talk the focus on talking "properly" without slurring and such.

So when they talk the go "word by word" focusing on saying each part properly, and not necessarily only when talking but also writing, which is why it is easy to spot autism online by looking for capitalization where it doesn't belong.

that is only half true. julia has a relatively severe form of autism. i was also diagnosed by actual doctors and a pediatric psychiatrist with high functioning autism. i don't act like her. yes, i keep to myself, but i can speak normally (people still probably notice that something is off about me though) if someone starts a conversation with me, and she barely shows signs of being able to recognize other people and acknowledge that they exist. she acts almost like rainman, but maybe slightly less codependent.
