No he didn't. You're getting Conan muddled with Dirty Harry, and it's Pauline Kael who decried Dirty Harry for being fascist. Ebert merely agreed that it was fascist, but said that A it's just a movie and B it's not the movie's fault that it sort of reflects our society.

No for Conan, Ebert complained that Arnold (white) brutally killed James Earl Jones (black). He gave both movies good reviews regardless
