Cisco is better then mediocre but far from great.
Janeway is mediocre at best.

As written Sisko is pretty great but Brook's acting can be a little off when he isn't supposed to be angry as shit.

Picard's personality always struck me as something more like an Admiral-diplomat on a ship captained by Riker. Far too often he'd make decisions that put morality, politics, individual crew members or personal feelings above ship and crew. This is not how a good Captain acts.

Janeway was fucked from the start due to too many writers all with their own ideas of who she was supposed to be. The fucking actress herself thought Janeway was being intentionally written as bipolar for fucks sake.

And Archer, much like Enterprise as a series, was fine in S1 and S4 and fucking terrible in S2 and S3. Who fucking threatens to attack a planet because his dog got sick after foolishly bringing the fucking dog with him?

Phlox is due solely to Billingsley's top-tier acting no matter how often they tried to turn him into comic relief.

TNG has some great episodes and arguably the best of it is better than the best of DS9 but the majority of the show was forgettable at best. Also almost the entirety of the first 2 seasons was nigh-on unwatchable. The problem is people only remember the highs and the lows and forget the blandness.

Additionally almost a third of the bridge crew was both poorly written and terribly acted.
