That's part of it, but TV shows with high production values run into cost issues. Even though Rome was a hit series they limited it to two seasons because of cost. It's just too much money to tie up in a project up front.

I think George's 'Deadwood in Space' Star Wars show was the same thing on a more massive scale. They told him a season would cost so much they'd have no money until it was done.

I think there is more to it than that but that was certainly a big part of it. Star Wars is a very well crafted mythical epic that embraces commercialism. George Lucas is sort of a kitsch Tolkien of film. It had a great cultural impact so I do think it's much more than just a special effects reel.

Sure, the RLM suckups will say the PT has bad direction because greenscreen, but that's more interesting than "ooh, BB-8 is a puppet for maybe 1% of the movie"
