Your sources are propaganda. Beyond that, just using inflation adjusted dollars seems hardly fair. The size of the economy itself in inflation adjusted dollars has also grown massively. A better question is the size of these programs as a share of total national product to estimate the actual balance of power in the society.

Capitalism benefits from welfare, the same with bailouts. If you have nothing to lose then you have nothing to lose when you revolt. Welfare makes life under poverty a little bit better. The last thing capitalists need are angry proles with nothing to lose. Increases in welfare are just more bandaids that fail to heal the ever increasing contradictions.

Look at the 80s with Reaganomics, it stayed still until HW got into office and fucked with shit in the mid east; clinton kept up the status quo and of course we all know W Bush was a war bird. Seriously, if anything this shows how extreme public spending ruins the economy.
