It means she actually doesn't know how fiscal policy works. Printing money and spending it on certain things will automatically move labour time and resources from others and re-allocate it. Taxes are mostly to prevent inflation and reduce inequality, but you could theoretically have universal healthcare and free tuition without any taxes.

Again, I'm not going to go into the trouble of checking your propaganda outlets for validity. Cuba is obviously a country with hardships, since there's a fucking embargo on it and there has been one for years. I'm serbian, and i've seen what an embargo can do to food supplies even in countries like serbia that are 30% fertile farmlands. You should compare Cuba to its neighbors' living standards, not switzerland's.
Compare the quality of life in Cuba, to say Haiti or Jamaica, which are practically no better than african 3rd world hellholes. Cuba on the other hand is efficient enough to produce novel medical research, like the new lung cancer vaccine they shared with the world for free.

When you read a report from an outlet known to spread propaganda, you have to basically cross-check every single sentence. I've done this with many of them when researching the DPRK and Venezuela, and I've seen first hand that they either spread lies, or present truths in a way that suits their rhetoric. So ye, I'm not going to take the time to go through 6 articles that most likely contain a good amount of propaganda, to sort out the bullshit.

Everything is presented propaganda in one way or another. You sort through it, determine the truth to the best of your ability, and you learn from there. The NY Times? CNN? It wasn't until recently that they were memed to be liberal propaganda. As for the Havana Times? Really? Maybe Holla Forums is better suited to your brand of low-effort intellectualism.

Truth is money is created when banks make loans, and government spending is simply borrowing from said banks and injecting money into the private economy, thus fueling growth. The reasons we've had such terrible growth in recent years is neoliberal austerity programs that strive for governments to "live within their means" by not investing in the economy and trying to reduce the deficit. Ironically, by reducing government debt, they instead increase private debt, further halting the economy.
