Rise of Nations lets you pick Socialism as form of government.
Interestingly they put Socialism in the Totalitarian line, as successor to Despotism and Monarchy.
Even more interestingly, they put Capitalism in the Consensus line, as successor to Republic and Democracy.

They do let you choose to play as Soviets in the Cold War campaign, though.

Sorta true but without going into too much detail you're held back by the gameplay style and you're basically forced to play Star Imperialism. I actually have a Stellaris video 5% done for after my SoE but I might do Tooth and Tail first since it's 'topical' I guess.

You can make also sorts of governments that aren't star empires. Like direct democracies and that sort thing.

Civilization games always let you choose "Communism" forms of government but they're synonymous with dictatorships and almost always suck.

Rise of nations allowed you to pick a government for your civilization, one of the later options you get is communism.

CK2 is my favorite. It's not the best strategy game, not even the best from Paradox, but managing a dynasty and role-playing keeps me hooked. I guess as a communist the "best" option would be to play as a merchant republic.

Love the mixture of socialist and liberal revolutionary imagery. The only way that socialism will make progress is if we can make people realize that socialism is the logical conclusion of classical liberalism.

Playing it right now, I'm a little disappointed with the restrictions on factions though. I'm playing as the Republic of China with the Socdems (but I'm going to go Syndie next election) and i wanted to join with the Indian commies but it won't let me join any factions even when I meet all requirements.

You can go even further. Install the CK2+ mod and play as a Mazdaki or Tondrakian ruler. Change history for the better.

Civ 5 Order was the best. Especially if you've got max Democracy and Commerce! Market Socialism, ho!

Men of War: Red Tide and Condemned Heros

If you have the money to spare (it's 60 burgerbux because niche wargame developers charge ridiculous prices, though I guess you could find a torrent somewhere that I missed and the demo is obviously free) then Combat Mission: Red Thunder is pretty fucking good, it's a WEGO turn-based WW2 wargame/sim set on the eastern front with an autistic level of realism.

Failing that there are the Graviteam Tactics games, which are similar but a lot cheaper and are played in real-time at a smaller scale (platoon to company vs. up to a battalion in CM).
