They attempt to make contact on military channel and the few civillian channels they allow people to have. The plane, on a frequency reserved for aircraft that the soviet government bans, is not tried because, as Ronny Ray says it would make dissent and deffection easier. It was a careless attempt at protecting "their airspace" which resulted in an airborne massacre that threatened the very concept of civil aviation and civil navigation.

dude, nobody is saying that. But airspace can't be chaotic, plane is a weapon, you can't just drive planes anywhere where you please without contacting local authorities. Even my country mobilized two jets a few years ago to escort some fucker which flew above our country without contacting authorities, and we are at peace time.
