The eastern bloc was arguably socialist, but we're talking about Venezuela, which is definitively not. It's also arguable that the eastern bloc wasn't actually socialist because the working class as a whole did not control the government or economy, a small cadre of elites did. This isn't some grand mystery or mental gymnastics, socialism has a specific definition and specific criteria which few societies have actually met. It's a simple as that. A socialist society has to be democratically run by the workers, operate a utility based (production for use) economy, and have social ownership of the means of production. If it doesn't have these things it isn't socialist.

1991 had a bit of a dip compared to before because of the instability of transition to a market-based economy, yes. But there was no "great collapse" to speak of. Everything was already shit in 1989, with shortages and squalor being the regular way of life for the citizens of Eastern Europe. 2 years didn't change much at that.

The Germans in 1918 still had reasonable living standards, it was with the hyperinflation a few years later that went very downhill. But those also had poor economic decisions as reasoning, together with debts.
