It's not clear they are facing a genocide, it is more likely a temporary reprisals for an attack by their fighters against the government. Beyond that, you'd have to show what the DPRK actually did to be complicit - what arms they delivered, what support and so on. A much better case can be made that the US is complicit in the engineered famine in Yemen. They have provided direct support to the Saudi bombings.
