The real target for Republicans is Medicaid and Medicare; if they can cut those, then they don't really give a shit about Obamacare exchanges (they'll simply implode once Medicaid stops covering the poors and seniors/disabled need to buy private insurance with a shitty voucher program). Then it's on to Social Security.

The Republicans can afford to play the long game - they still have gerrymandered House districts and the Democrats are too fucking moronic to actually win a national election. So long as the left doesn't take over - and the Democrats are experts at killing the left - the Republicans have nothing to fear. Hell, the Democrats are moving so far to the right that they'd probably go along with killing the Social Security Act, which is the real prize conservatives are after. All the shit about trans bathrooms, muh white pride, even something like repealing the Heritage Foundation-originating Obamacare are issues for show. It's the entitlements that the GOP is really after, and that is a fight they're going to win with the help of Democrats. FFS, their new bright idea is to run Kasich and Hickenlooper as a fusion ticket, and CNN/MSNBC is eating that shit like an all-you-can-eat Chinese buffet.

The Democratic party still hasn't come to terms that they are hated, you are starting to see more and more degeneration from the centrists and with the new single payer plan there is open defiance of the status quo but it is still minor. Most of the Democrats seem to be corporate shills while the Republicans are bigger shills who also hate immigrants. California is in many ways indicative of America's future, which seems to be some kind of neofeudalism.

Most of the state is captured by real estate developers and large planters. The current battle is over tunnels that will take water from the Northern central valley (where I live) to the central valley. The justification is the drought and that we need to protect our farmers but the tunnels will deprive the smaller delta farms of water in favor of large orchards that are depleting their groundwater sources too fast (and causing the valley to sink by tens of feet since the 1950's) as well as provide a source (on paper is all that is required for these developments) of water for new suburbs and especially exurbs in the valley.

The other fight is over statewide single payer. The California Nurses Union is one of the most powerful in the state and since the democratic primary (they were huge Bernie supporters) they have been flexing their muscles. The Democrat establishment and Republicans have been using a number of tricks to push back any vote or get the bill shot down. I have problems with single payer at the state level because the state can't print money to pay for it but I like it as a beachhead for future medical plans.

The biggest problem with California is they have a hard time raising money due to Proposition 13 which cripples the ability for counties to levy real estate taxes to the huge benefit of older people who already have property and especially large landowners who control the government. This has led to a large number of regressive taxes and a decline in quality of public transportation (the majority of funding is dumped into roads so middle class assholes can drive around and not see black or brown people) as well as education and mental health services (fuck Reagan) as the counties are reliant on the state for funding which is much harder to get.

People pay lip service to environmentalism but we still extract and refine a ton of oil here, places like Kern county are a nightmare of industry and many of the central valley and northern counties are the poorest in the country.

Desal and recycling works well for personal consumption which is under the most scrutiny. The problem is that it is such a small percentage of consumption that it is really a minor issue. The real problem is that valley farms which rely on groundwater pumped out of aquifers have been pumping out more water than can be replenished for decades and they are continuing to expand their operations. Everything being proposed is either a distraction from the real problem of consumption or a way to shift resources from small farmers to huge corporate farms in an inefficient manner. Rich assholes that own these corporations live in LA or Tahoe and don't give a shit that they will destroy the delta and the valley because they don't live there.

The biggest problem for healthcare is that we can't pay for it. Even small countries can print their own money, California is reliant on federal subsidies and taxes which are currently fucked. I am a proponent of single payer in California but it is actually more complicated to make it work at the state level than the federal.
