A lot of black people, local governments have fucked them over completely over the span of two decades. It was growing a bit, but 2008 killed it and they've completely devested, creating permanent poverty in regions of our nation's biggest cities, like St. Louis.
It's not just Detroit that capital failed America now, large swathes of the south are now uncomfortable reminders how local governments prioritize to suburbanites and yuppies.
