I don't necessarily believe this (at all), however it would be hilarious and not entirely out of character for the US .mil to fuck up a weather-weapon test in such an extreme way that it would cripple their own country's chemical manufacturing, oil refining and satellite launching capabilities while simultaneously doing hundreds of billions of dollars worth of damage to their already crippled infrastructure and making tens of thousands (potentially many more) of their own population homeless - and that they'd do it twice in as many weeks.

It is far fetched because it's close to impossible to actually do. There were several attempts at weaponizing the weather throughout the 60s that all failed due to the complex and still enigmatic nature of weather systems. There's a great book I read on it last year that I'll post if I can remember the name. They attempted to control rain patterns in order to control agricultural production and hopefully cause droughts for enemies, but it failed. And although environmental engineering has made significant progress since then, it's still a relatively new, experimental, and unfunded field. The mess the US is going through (it's snowing ash as I type this) is climate change, plain and simple.

I'd say that it is still far more likely to be a natural hurricane that's had its mass increased by the heightened temperature of the water in the gulf (due to climate change - the shit people like Dennis Meadows has been warning people about since the 70s is now happening). Assuming that some crazy science device that we don't know anything about can even be 'out of control' is, I think, assuming too much when there is a more likely answer that doesn't require the addition of a sci-fi artifact.
