well in all honesty they were already enslaved by King Boo in the first place but they didn't have to labor. they could enjoy being lazy doing what they wanted in the Mansion.

Everyone in that Mansion was bourgeois in the past. It could be that E-Gadd is taking revenge on them. What an asshole way to do it but it's possible for him so.

In the first game it's not entirely clear, but in the second one it opens with everything working fine. The titular Dark Moon is a mind control device he's using to make them do his work. King Boo breaks it and then they stop working and start goofing off with each other. Luigi is basically a strike breaker in that game.
