Mussolini and other syndicalist-leaning fascists attempted to make it syndicalist and reverse a lot of the ANI-tier (Italian National Association) policies of the 20s. However, the Germans basically controlled the RSI as a puppet-state/colony and German/Italian industrialists basically continued to dominate industry with German support.

Hell, Mussolini didn't even want to form the Italian Social Republic. He was actually forced to after he was "rescued" by German paratroopers. The entire period during the RSI was one of hopelessness, depression, and lots of regret for Mussolini. Regret for not pursuing syndicalist policies, accepting the monarchy, and aligning with the Germans. Honestly, he probably didn't care about being shot in a firing-line by the end of the war.

Note that Italy during this time was chaotic, with partisan groups, fascist paramilitaries, and the armies of the Axis and Allies all fighting each other. The former occasionally made pacts and "crossed the lines". Some people in the Italian Social Republic wanted the best interests for Italian workers and farmers, while others don't. Some supported the former to have an Italian republic, since the monarchists supported the partisans. The same is true of the partisans, some of whom were working-class revolutionaries and others yet were downright reactionaries who wanted to restore the Kingdom and were pro-Industrialist. Others were liberalcucks to the allies.

Mussolini banned strikes, but not unions. He just monopolized the trade unions into one union. The Bolsheviks did the same policy. Of course, both cases were pointless, as the real power lied with the capitalists/state bureaucrats for the Fascists and the party-bureaucrats for the Bolsheviks.
