I think the implicitly regulation of access to media and the internet is a result of the stern position Castro took of being anti-free press. It's not exactly an economic problem as a result of Fidel having really stupid ideas.

There is literally no reason why a doctor should make more than minimum wage under socialism. Health care is a ubiquitous need in human societies. That's like asking why garbage collectors are paid so little under capitalism. Also computers will replace most doctors within a decade or so which will help control costs under socialism.

Of course cab drivers make more, it's a private service where they interact with tourists, while the doctors are public servants. Both are needed, and as long as both are living comfortably I see no reason to make a fuss.

When the USSR fell you also had cab drivers making more then nuclear and rocket engineers. It got to the point logistical workers at the Russian space agency stole rations for the Mir space station. The idea of a Internet came from Moscow University in the early 1960's and only didn't get built because of constant infighting in GOSLAN and the Soviet military.
