If you have a small budget and lack of regulation economically, then you can have nationalized enterprises and still be "classical liberal". Honestly, I think this can be solved by having a weighted system with different factors. Nationalization should affect the chart far more than budget size.

Unemployed could join army if they are not happy with their benefits. But it should be enough for vital minimum. Emmigration have to be restricted, especially for people who could know some state secrets. Alcohol, tobacco, cannabis and brothels should be legal and controlled by state because they have to give profit to state, not to criminals. Military service is not mandatory but is appreciated. To own a gun you have not to be a convict, psycho and have to have good characteristics from your place of work, study, military service, your neighbours or all together.
